GEM in climate mode

GEMCLIM is the climate version of Environment Canada's
Global Environmental Multiscale (GEM) model.

The big differences between GEMCLIM and GEM mode are
1) the automatic re-launching of a multi-month job and
2) the possibility of an automatic large amount of post processing
